PPWR & EU compliance

Regulation (EU) 2025/40 changes what EU customers expect from the packaging of their suppliers. We translate the requirements into practical steps for your industrial transport and protective packaging.

Typical starting situations

An EU customer asks for “PPWR documentation”, a purchasing department sends a questionnaire on recycled content, or the packaging specification has not been reviewed for years. Regulation (EU) 2025/40 applies from 12 August 2026 and is directly applicable in EU member states, Croatia among them. Bosnia and Herzegovina and Serbia are not bound by it, but it reaches manufacturers there as soon as their packaging or products are placed on the EU market and customers want evidence.

How we work

We follow our four-step approach: initial assessment, material and document review, technical optimization and options, and implementation with EU communication. We start from your real packaging, not from the legal text: what you use for shipping, where the goods go and what customers have already asked for.

From there we pick out the requirements that matter for industrial packaging. These include the maximum empty space ratio of 50 % for grouped, transport and e-commerce packaging (Art. 24) from 2030 at the earliest, and weight and volume minimisation by 1 January 2030 (Art. 10). They also include re-use targets for transport packaging, including pallet wrapping and straps (Art. 29), and minimum recycled content for plastic packaging such as pallet stretch film (Art. 7). We explain what this means in daily practice and where the dates are still some way off.

What changes for EU customers

Your customers will increasingly pass requirements down their supply chain. A single-material supplier declaration is useful, but it is not automatically a declaration of conformity for the assembled packaging. We help you see this difference early and decide which evidence you can collect now and which you should request from suppliers. Where a material review is the next logical step, see material review and documentation.

Result

You know where you stand, which points are urgent and which can wait, and you can answer EU customers with structured information instead of improvised replies. We do not promise legal certainty or formal compliance; we give you a clear technical basis for your own decisions and for your discussions with customers and advisers. Frequently asked questions

Does the PPWR apply to companies in Bosnia and Herzegovina or Serbia?

Not directly, because the regulation applies in EU member states. It becomes relevant when your packaging or products are placed on the EU market and your customers ask for documentation. Croatia is an EU member, so Croatian companies are covered directly.

From when does the PPWR apply?

Regulation (EU) 2025/40 applies from 12 August 2026. Several requirements for transport packaging, such as re-use targets and empty space limits, follow from 2030 at the earliest.

Is a supplier declaration enough for PPWR conformity?

Not automatically. A declaration for a single material does not replace a declaration of conformity for the assembled packaging. The documentation has to be looked at for the packaging as it is actually used.
