Understand European requirements. Improve processes. Build trust.

PaMaLink helps companies in Bosnia and Herzegovina and the wider region adapt their industrial packaging materials, packaging processes and technical documentation to the requirements of the European market. We analyse existing solutions, identify weak points and develop practical improvements, combining material optimization, economic efficiency and preparation for the European Packaging Regulation (PPWR).

A particular advantage is our many years of experience in European industry. We know not only the technical requirements but also what Austrian and German business partners expect in terms of quality, documentation and communication. That is why we help our clients prepare technical documents, material evidence and packaging concepts professionally and present them clearly in German or English.

Our focus

Industrial packaging solutions

PaMaLink specialises in technical consulting and optimization for industrial transport, shipping and protective packaging. Our focus is packaging that protects goods during storage, transport and international distribution: from cartons and protective materials to stretch film and strapping, up to complete pallet and load units.

  • Cartons & inserts
  • Cushioning & protective materials
  • Stretch film & tapes
  • Strapping & edge protection
  • Pallets & wooden crates
  • Complete load units

For example: when bags of rice are shipped on pallets, we focus on palletising, stretch wrap, strapping and transport protection, not the retail bag. For electronic components, the shipping carton and inserts are part of it too.

Practice & expertise

Experience that delivers results

Three projects that PaMaLink’s founder delivered in his previous professional roles. They are not PaMaLink client projects.

Process & logistics optimizationMore than 200 carton formats. One flexible production solution. Around €53,000 in annual material savings.Project from the founder’s previous workRead the case study

For a large Austrian shopfitting company, a comprehensive optimization of industrial packaging processes was carried out. More than 200 externally sourced carton formats caused considerable effort in purchasing, goods receipt, storage and packing. Reducing them to a few standard sizes made no sense because product dimensions varied widely.

With on-demand carton production, products could be scanned and cartons made to measure in exactly the quantity needed. Carton offcuts were turned into carton-based void fill, and plastic tape was replaced by printed, cross-filament-reinforced paper tape.

Result

around €53,000 in annual material savings, better packaging quality, fewer transport damages, and simpler purchasing and logistics processes.

Packaging optimization & international business communicationPackaging for the EU market, agreed at the production site.Project from the founder’s previous workRead the case study

As part of an extensive sourcing project with a Chinese manufacturer, packaging solutions were optimized for the European market. The aim was to take relevant European requirements into account, lower packaging costs and avoid extra packing work after delivery in Europe.

During an on-site visit in China, technical standards, the expectations of European business partners and practical implementation were agreed with the manufacturer. At the same time, the company was prepared for future projects.

Result

more economical packaging solutions, better alignment of technical requirements and more efficient international supply processes, with as much as possible already done at the production site.

PPWR & EU complianceNo fixed packaging units, yet traceable material evidence.Project from the founder’s previous workRead the case study

An industrial customer asked for evidence of conformity for all packaging used. Because goods were picked individually for each order and packers put the packaging together as needed, there were no fixed packaging units. A standardization of the packaging materials, carried out earlier, provided a traceable material base.

The relevant supplier declarations and technical documents had already been collected and could be provided to the customer in a structured way. In addition, packing staff were trained to avoid unnecessary empty space while still ensuring sufficient product protection.

Result

better documented materials, more efficient evidence processes and practical preparation for European packaging requirements.

What was provided were supplier declarations and material documentation, not a declaration of conformity for every individual packing configuration.

About the founder

PaMaLink is a consulting business in development, based in Brčko, Bosnia and Herzegovina. It focuses on industrial packaging, material optimization, European packaging requirements and technical process improvement.

PaMaLink is led by Ivan Cvitkušić, who has more than 15 years of professional experience in European industry. His experience covers industrial packaging development, technical material optimization, process and logistics optimization and the delivery of international technical projects.

This includes working with international suppliers and manufacturers, also outside Europe, for example on a project visit to China to agree packaging requirements directly with the manufacturer.

Our aim: solutions that work technically, make economic sense and take relevant European requirements into account.

Initial packaging & PPWR assessment

We get a structured overview of your packaging, materials and your EU customers’ requirements, and show where action is needed.

Step 2 of 4

Material inventory & document review

We record the packaging materials you use, gather existing supplier evidence and make documentation gaps visible.

Step 3 of 4

Technical optimization & material options

We develop improvements to packaging and processes and compare suitable materials and suppliers on technical and economic grounds.

Step 4 of 4

Implementation & EU communication

We support implementation, prepare documents for your EU customers in German or English and help align requirements with partners.

Experience packaging requirements interactively

How do packaging size and material composition affect how a package is assessed? Explore key factors with simplified examples.

Note: the simulations are for illustration only and are not a PPWR conformity assessment.

Packaging size and empty space

The product stays the same size. Change the shipping carton and see how much empty volume is left, and what right-sizing does.

Empty space
74%
Carton volume
11.6 l
Carton, inside
28 × 23 × 18 cm
Product (fictional)
20 × 15 × 10 cm · 3.0 l

Illustrative result: above the example threshold

The threshold is a demonstration value, not a legal pass/fail rule, and this is not a PPWR compliance determination. A real evaluation uses the applicable definitions, exceptions and technical criteria (Art. 24 PPWR, for example, counts filling material as empty space; the calculation method is still to be set by the Commission).

Recycled content in plastic film

Move the slider to change the recycled content of a fictional stretch film for transport packaging, and compare it with a fictional example target.

Recycled content
15%
Example target (fictional)
30%
Material
Stretch film, transport packaging

Below example targetThe recycled content is below the fictional example target.

What does recycled content mean?

Recycled content refers to the proportion of recycled plastic used in the production of a new plastic product.

The PPWR introduces minimum recycled-content requirements for plastic packaging. The applicable value depends on the packaging category and the date.

Simplified demonstration example: the 30% target in the slider is fictional. Actual requirements depend on the packaging category, applicability date and applicable exemptions. This simulation does not constitute a legal compliance assessment.

PPWR readiness check

Six quick questions on where your packaging stands today. You get an indicative result and the points worth looking at first.

  1. Do you have an up-to-date overview of all packaging you place on the EU market (types, materials, weights)?
  2. Do you know which recyclability and material requirements apply to your packaging?
  3. Have you checked your packaging for oversizing and unnecessary empty space?
  4. Do you know the recycled content of your plastic packaging?
  5. Do your suppliers provide the material information and declarations you need?
  6. Is someone in your company responsible for the PPWR and its deadlines?

  • Next milestone
  • Fixed date
  • Partly fixed, partly waiting
  • Earliest date, waits on a Commission act
  1. In force

Regulation (EU) 2025/40 enters into force. It replaces the Packaging Directive and applies directly in every member state, with no national transposition.

What does this mean for my packaging?
  2. Applies

General application. Substance limits apply, including PFAS limits for food-contact packaging. Packaging needs an EU declaration of conformity and technical documentation, producers must be registered, and packaging designed only to look bigger is banned.

What does this mean for my packaging?
  3. Harmonised labels

Labels showing material composition become mandatory. This is the earliest date: it moves to 24 months after the Commission adopts the label format. Transport packaging is exempt, except e-commerce packaging (Art. 12).

What does this mean for my packaging?
  4. The 2030 package

Fixed: weight and volume minimization, the restricted single-use formats in Annex V, and re-use targets, including at least 40% reusable transport packaging such as pallets, plastic boxes and crates, pallet wrapping and straps (Art. 29; cardboard boxes are exempt). Waiting on Commission acts: recyclability grades A to C as the minimum, recycled content for plastic packaging, and the 50% cap on empty space in grouped, transport and e-commerce packaging.

What does this mean for my packaging?
  5. Grades A and B only

Packaging in recyclability grade C can no longer be placed on the market. Only grades A and B remain.

What does this mean for my packaging?
  6. Higher targets

Higher minimum recycled content for plastic packaging applies, e.g. 65% for other plastic packaging such as most pallet stretch film (Art. 7(2)). For transport packaging, operators shall endeavour to reach 70% reusable packaging (Art. 29).

National penalty rules

By this date, member states must lay down the rules on penalties for infringements of the PPWR and notify them to the Commission (Art. 68). For the obligations in Articles 24 to 29, such as empty space and re-use, these must include administrative fines.
